APC Committee On True Federalism Recommends Merging Of States, Creation Of States Police
The El-Rufai led committee of All Progressives Congress, APC, on true federalism committee has submitted its recommendations.
It made 12 recommendations on how it feels the true federalism cum restructuring can be carried out.
Top on the list of recommendation is merging of states for effectiveness.
Others are Devolution of power, Placing of Labour matters on concurrent list, Prison to be moved to concurrent list, Public holiday to be captured in concurrent list.
Other to be put in concurrent list are Stamp duties, Mines and Minerals.
The committee also recommended States police, Creation of State Courts of Appeal among others.

1. Merger of States
2. Derivation Principle: RMAFC be allowed to periodically amend sharing formulae
3. Devolution of powers in favour of States
4. Creation of States Police
5. Placing of Labour matters/minimum wage on concurrent list
6. Prisons should be moved to concurrent list
7. Public Holidays should be moved to concurrent list
8 Stamp duties be moved to concurrent list
9. Independent candidacy
10. Local Government Autonomy recommended (bespoke arrangement for each state)
11. Mines and Minerals should be vested in states
12. Judiciary: Creation of State Courts of Appeal and State Judicial Commission instead of the National Judicial Commission we now have.
Drafts bills have been written to ensure the laws are changed.
